This leaves the Cardinals about where they were before Palmer came along. Do they now go for an old and injury prone Romo? Draft someone and pray? Look for a functional journeyman at QB?

Yeah, Palmer had a blip of a renaissance, but he's one of the worst playoff quarterbacks of all time.
The Cards still have a decent window with Arians, Johnson, and that defense, but they'll need a better big-game QB than they had in Palmer. Romo/Garappolo ain't the answer. But drafting a guy like Watson could be very tempting.
