And Yes people can get billed (invoiced) from the fire department if they live outside the city limits.

Baton Rouge is funded by a property tax.
A lot of rural volunteer departments will send an invoice. I had a truck burn on the Sunshine bridge years ago and got 2 invoices from 2 separate volunteer departments.
