Texas did the same thing and I think they got it to a vote and it was quickly squashed.

Well Texas used to be it's own republic.

Texas has never had such a vote.
First, California allows for citizen-led initiatives to amend its state constitution. Texas has no such provision in its state constitution; only the Legislature can propose amendments. And despite all our bluster (we're quite known for that), they've never submitted such an amendment to the citizens for vote.
Second, there was some talk about having it as a non-binding vote in a GOP primary, but it never got anywhere.
