We do have indications from multiple sources that voter ID laws as they're written in the US are disproportionately disenfranchising to minorities (sometimes intentionally, sometimes accidentally).

Given all that, it's a solution in search of a problem. Pushing for said solution knowing that it harms individuals and solves no problems is racist.
