So what's his solution?

The solution is simple. Get rid of the people playing political games, and replace them with people that just do their job in a neutral fashion.

I good start would be to perform a full investigation into the whole IC (not just the CIA), and find out who in the hell was responsible for leaking all this crap to the media, and then persecute them to the fullest extents of the law.
