The CIA will never be honest until it's powers are reigned in. Collecting foreign intelligence is one thing, but engineering regime change, coups and assassinations under a veil of secrecy is the antithesis of what the United States should stand for.

Based on this, what exactly are we funding them for that other agencies couldn't take care of?

I disagree. The world is not a nice place. Other countries don't play fair, neither should we. I am certain there are all kinds of nasty things the CIA does that the public will never know about and I am ok with that.
