Isn't that the general reason (or one of the general reasons) for adding a tax like this - to drive up prices enough to reduce consumption?

Only a liberal would see it as a way to make money for the gov't but expect his or her constituents to not be the ones footing the bill.

I'm not sure they expected anything different.

Imposing taxes on the production process or at the wholesale level is an example of evil genius. You generate your revenue while hiding the tax from the consumer. Then you rail against teh ebil greedy companies for high prices.

With income tax you run the risk of someone looking at their pay stub. With sales tax they can see the difference between the sticker price and the real price. With a tax like this they have to do some major digging.
