The army preferably being mostly a national guard function. The Navy is hands down our most important branch. They take a long time to build so it needs to be ready day one in the case of a large conflict. Armies can be raised much quicker if need be. The good part about having a small standing army is that we'd be less inclined to get bogged down in pointless adventures that don't serve our national interest. The Navy, with the Marine corps being part of that, can handle brush fires and contingencies that pop up from time to time.
