Um, no. Delaying when it takes effect allows a transition to the new system.

Open enrollment closes 11 days after the inauguration, and most of the reimbursement schedules are locked in. Changes need to take effect for 2018 and 2019 so insurers, patients, and providers can plan effectively.

Repealing with all provisions gone as of 1/20 would be colossally stupid, and would harm thousands of people while providing no relief to the tens of millions who were harmed by the ACA.

There won't be a transition, because nobody knows what Republicans want to transition TO. Given that uncertainty, there's no reason for anyone to think the current system (ACA / exchanges) will endure, so why waste time/effort/money into entering them?

There's no legal way they can revoke health insurance from those who have already purchased policies for 2017, so that's not what we're talking about.
