And why would the state and local government fine it's residents, unless the alternative was worse?
The EPA is threatening to withhold federal moneys if those towns aren't in compliance. The towns aren't considering fines because they are concerned about the smoke in the air.
I have a question. Is there a heath epidemic in these areas related to this issue?
