My point is that you, the op, and the bs article claim it's the EPA doing this when it states the local gov as the ones threatening fines.

Are you saying that the state and local govts thought of this on their own without threats from the EPA? You can't be that naive. OK, maybe you can.

And why would the state and local government fine it's residents, unless the alternative was worse?

The EPA is threatening to withhold federal moneys if those towns aren't in compliance. The towns aren't considering fines because they are concerned about the smoke in the air.

I have a question. Is there a heath epidemic in these areas related to this issue?
