First of all, he didn't attribute anything about the policy to Reagan's race. BUT you just agreed with his comments about LBJ's policy, yet you didn't mention his race.

No, but it doesn't just impact minorities either. It's a costly and ineffective policy that has directly led to ridiculously high incarceration rates for non-violent crimes, which we have to pay for.

Then, even if they are the ones responsible for their actions, it often negatively impacts their family (e.g., single-family incomes). Again, the person is responsible, but those that do not share that responsibility suffer too. So the severity of punishments supports neither retribution nor the utilitarian basis of punishment.

In addition, given the non-violent--even economically understandable--nature of their offenses, would likely make them more capable of "rehabilitation." Yet, because of their criminal history, the jobs that a rehabilitated person could reasonably fulfill, are less likely to be available.

The problem with your argument is not that people shouldn't be held responsible for their actions. The problem is responsibility doesn't some how justify artificially severe consequences that are costly, ineffective, and often present distal detriments. They may have initially created the problem, but that doesn't give the government a pass if they exacerbate it.
