His "plan" hasn't been articulated other than "we need better infrastructure, our airports are third world". Look, I'm behind Trump, but the reality is that US Steel hasn't rehired anyone yet, and the existing administrations anti-dumping actions are what has stabilized the company.

We have gotten to the point where there mere mention of infrastructure spending and roll back of environmental regulations has a positive benefit on the share price of construction, materials, and equipment companies.

Well, this new direction that the EPA is about to take with Scott Pruitt at the helm is still an academic discussion. He has not been confirmed yet nor has Trump taken office yet.
It should speak volumes that the simply criticizing heavy handed environmental regulatory tactics provokes a positive market response. That's where we are now.
