There's probably a pretty good case to be made that most of Western Europe regressed significantly after both the Crisis of the Third Century starting in the 230s and then again after the Hunnic and Germanic invasions in the mid- to late-400s AD. There was industry, art, technology, and so forth that those places wouldn't see again for 1,000 years. There was a Roman mining operation in Spain that historians believe wasn't equaled in production and capacity for at least another 1,500 years, for instance.
The Mongol sack of Baghdad in 1258 set that region of the world back hundreds of years as well.
