That proves my point even more - why do they need a bunker in 2014? And why is it so close to that "plane"?

No way that is a fire fighting training plane.

And why is the place to the right fenced off with a very high fence. Very high.

There are no "burn marks" - the dark squares have perfect 90 degree angles and burns don't do that.

Well, if you'd do some research on the facility itself, you'd see that it is also home to something involving the Federal Bureau of Prisons. So, maybe it's that? Or, you know, it is a fricking military air station that has civilians on it. Security is important. Airports and their buildings have fences all over the place.
