Why do states allow themselves to bullied with Federal Highway Funds?

Highway money has to be one of the biggest tools that FedGov uses to exert influence. Federal government power, blah blah but the Congress is still made up of people that are supposedly representing their states. Why isn't there an effort to curtail this practice of influence?

Because if your roads are shite you get voted out of office.
Simple really, everyone's first goal is their own preservation. Second is ideology. Third is everything else.

The 17th Amendment my friend. Biggest mistake we ever made. Founding Fathers did not set up a system where US Senators would or could go against the will of the Governor, statehouse, and a states citizens- like many did for Obamacare. Popular election of US Senators turned that critical Federalist role from State centered to Party centered.

"The Seventeenth Amendment (Amendment XVII) to the United States Constitution established the popular election of United States Senators by the people of the states. The amendment supersedes Article I, §3, Clauses 1 and 2 of the Constitution, under which senators were elected by state legislatures."
Why? Because States have no representation in Washington D.C.
