Kentucky has it. I know a woman who retired to kentucky to save the state tax on California incomes.

But why? Why do states want retirees, who are not productive and don't contribute to the workforce, to move to a state?
Is the additional sales tax they generate (when they are not traveling outside the state) worth the many perks they get?

Huh?
So you are telling me Louisiana's current tax structure is an elaborate ploy to retain state employees when they retire, but somehow it doesn't give a frick about people from other states?
What kind of backward system is that?
The current system isn't rational, you cannot defend it from that perspective. It is political.

Two things: CA has a crushing amount of taxes. And even then, she probably had a prior connection to KY. Nobody just up and moves to KY (or LA) when they retire unless they have friends or family there.
Florida, who successfully recruited retirees both has no income tax and let's face it, is just a nicer place to live.
