From what I've seen and read so far is that the Empire's slavery was enacted on planets, not so much on the destroyers and such where most of the films take place. Unless you consider the method of creating First Order stormtroopers as a form of slavery.

From books (some are cannon, some are not) The emporer saw non-humans as a lesser species.
Even though his master was a Muun, he personally didn't like non-humans.
He is a Hitler-type in many ways. The people who believe in the Empire see him as good, and believe what he says (like Germans in the 30's and 40's) others see him for the evil that he is.
I know it's a SJW world in some was now, but that has nothing to do with this.
No doubt about it, Star Wars' empire is a pro-human group.
Skin color itself has never been mentioned. If anything blame that on Lucas for only having one black guy in his entire galaxy.
Maybe black people come from a different planet in Star Wars. I mena planets there all seem to have one season and one species.
