Its called Tit for Tat. You want federal highway funds? To get them you have to go through the republican controlled house and senate. That highway expansion would stop at the city limits.

I would say all your funding is gone. Whatever projects you are currently involved in need to be stopped immediately as no future payments are coming. Or you can come up with ways to pay for those projects yourselves.

There are plenty of things that the federal government can do to a municipality to force compliance. Also Trump can replace the head of the IRS and instruct him to make sure that every one of the high ranking employees are 100% above board. As in for the last 7 years above board. And any non profits that those people are involved with need to audited too.

The DOJ never got Capone. But the IRS did.
