Step 1 Pass a law laying huge fines and I mean huge fines to business that hires illegals.
Step 2 Increase budget to put more boots on the ground for border patrol ie whatever they need for now.
Step 3 Begin making better barriers to crossing from low to high tech.
Step 4 Work with the houses, business and Mexico to develop a better guest worker system.
Step 5 If these show a decrease in illegal crossing then begin a slow path program to get those here and working a path to citizenship. If they don't take it then deport.
I don't remember the group that had a slow, hard and fairly reasonable path to citizenship plan but it was laid out quite well.

I like parts of your statement.
A lot of people here don't understand that if you're not from money or a white Mexican then you are just aren't going to get citizenship here due to the Mexican governments rampant corruption.
I'm sure those here or wanting to come here would be more than happy to complete a program regardless of difficulty level to gain citizenship if it gets to skip the Mexican governments part in it.

That being said, unlike the OP, this is a critical and reasonable analysis of the situation and possible solutions.
