This used to be my stance. But I've come to believe that catering to local interests, combined with creative gerrymandering and a frankly ill-informed public make it extremely difficult for incumbents to be unseated. For every good legislator with 20+ years in office, I can think of 5 that need to be tossed out of Washington post-haste.
I'm aware that term limits have been a mixed bag at the state level. But new members of the US House and Senate will have far more resources in terms of staff to get themselves up to speed.
