Maine is a little strange, but let me attempt to explain.
The University of Maine is located in Orono, in Penobscot County which is in Maine's 2nd Congressional District. That's the district that went Trump.
However, the county is very large by area and is on the border of the blue area of Maine, and a lot of the people who work at U-Maine live in one of the blue counties.
