Not as limited as you would think. He has a few plausible routes:
Safe states (including GA and AZ): 191
Plus IA, OH, NC, and FL: 259
And ONE of the following scenarios:
A. PA: 279
B. MI: 275
C. NH AND CO: 272
D. NH AND NV: 269 (tie)
E. NV AND CO: 274
F. WI: 269 (tie)
G. VA: 272
I did not factor in ME3. Could put him over the top in the tie scenarios.
