Feels like enemies hit too hard. I have 523 health and 303 shields at level 13 and grunts can do shite tons of damage to me. If one of the big guys gets in your face you're instantly dead for the most part unless their shield is down and you can cc them. Even if you're jetting and dashing away they track you perfectly. Thinking of setting the difficulty to normal instead of hardcore. Maybe I haven't kept up with the gear or something but it feels way overtuned.

Yes, I would say play the game as intended. I do feel like I have less survivability in this game. Shielded enemies are hard to take down.
