yes. It has to be a vent problem.
The air in the tank has to displace as you add fuel. If the fuel goes in slow then the air isn't displacing.
My '67 Mustang had a vent that faced you, when it filled up all the way gas just shot back out at you. The vent prevents this and keeps the hydrocarbon fumes out the atmosphere.
