Question about Verizon Wireless billing

My parents, long time AT&T customers decided to make the switch to Verizon Wireless.
They purchased their phones from VZW on 9/7/2016, is the day the Phone 7 Plus was released. They received their phones last week from Apple.
During this time, they remained on AT&T Wireless since they did not have any phone to use on the VZW network. Their phones are still not activated on the VZW network as my father just returned from out of the country and we didn't want him to not be able to use his AT&T phone.
Fast forward to yesterday, they receive a bill for just over $150.00. Is this normal? Did billing start the day my parents initiated the phone transaction? I'm sure I'll get involved to help them through this billing issue, so I am trying to understand what is the normal protocol here (and this may be normal - I don't know - not a Verizon customer myself).
Any suggestions?

Depending on the plan and carrier, sometimes you pay the first month's bill upfront. Do you have a copy of the bill stating what the charges were for? When I had VW it was always a pretty detailed billing statement.

I have Verizon, and while I love their coverage and speeds, I will say that if Verizon can find a way to bill you for anything then they will.

Billing wouldn't have started until they received the phones.
Check the dates on the bill. It's prorated. So for example, the cycle date maybe the 1st of every month, but you got them Oct 15th. You'll be charged from 10/15-11/1, and then 11/1-11/30. Plus activation fees etc.
