I moved to the garden district in 1997. The traffic was "number one concern" on the interstate.

As i said in another thread a lot of these things that have been "studied" over and over again are because of how the budgets work. If the agency doesnt use their budget that dont get that the next year. so come towards the end of the year and they havent reached their allotted budget that pay money on tons of studies.
