If there is a ROW, what you should do is go out there with bolt cutters and cut in a lock for yourself and anyone else that needs to use it. Then, type up a sign and leave it there saying that that the Parish accessed the property. There's literally nothing he can do about it, he'll run into a dead end with the Parish, and the law is against him there anyway. What's he gonna do, call the Sheriff? Again, the law is against him.

When we needed to gate some property the power company had access to, that's literally what they did. We called them up and asked if we needed to send them a key, and they said don't worry about it when they need access they will just cut a lock in of their own with our permission.

ETA: do you have game cams up, I'd bet money if he hunts he is trespassing on your lease.
