It's quite possible that a Chinese national was arrested some years back, but he sure as hell didn't have trillions of USD worth of bonds.

Found it, details were a little off. There was a lot of suspicious circumstances around the case iirc, pointing to the bonds not being fake. Case was shut down and taken out of the spot light very quickly.
