If you can find a budget model with both get one that has the capability to do HDR and Dolby True Vision. The capability for both may only be available on higher end models, though.

If you are buying a lower end TV I wouldn't be too concerned about HDR. The cheaper displays don't get bright enough or have the colors to do the HDR content any justice. I don't think you will find a 2016 4K TV that doesn't support some form of HDR even if it lacks the brightness and color.
