Medicaid. LA Medicaid under the new "Bayou Health" plan just started paying for limited dental care with a dollar limit per year. Better than nothing.
Only issue at this point is that few private dentists have done the paperwork to accept payments from Bayou Health and therefore don't work with these patients yet. But there are exceptions including my wife's (no pics) practice in Prairieville.
Edit: If he makes too much for Bayou Health then maybe he should just pay out of pocket instead of expecting all his health expenses to be free. Most dentists will work out generous payment plans.

There is a huge free dental clinic going on this weekend at the Alario Center on the Westbank.
Get your buddy down there this morning. It is for patients like your friend.
In the future, you can contact any dentist, explain your situation, and they will put you in touch with someone to help you.
