that's the thing. If he doesn't take a job this year then it tells you BB is atleast considering retirement. If he leaves then BB has made it clear to him that he's not quitting until they bury him on the field

Another possibility though is that he just has shitty choices. He's seen a bunch of "ready to go" opening the past couple years. I don't think he's gonna jump at a job like the Browns or the Bills, but if the Cincy Job came open, or Indy or something similar, he might jump on it
