If you bring the dog to a shelter, you're basically having it killed over a medical issue it can't control. Don't do that.

Why can't it be an outside dog?

Also, your wife is a bitch. Divorce her before you decide to have kids.

shepherds are very social dogs who need a leader. Placing a shepherd outside in isolation would cause the animal stress, and cause more problems for the owner. They need jobs, and mental stimulation.

Try using kennel, decrease the water intake, or increase frequency of potty breaks. Never scold the animal because this will lead to it happening more.
