Considering there are parallel pipes on this site, not all of the fuel is rerouted.

Of course it's not all rerouted, but if you have 2 pipes you can pump 100 thousand gallons an hour through and one ends up out of commission, it's gonna cause a disruption in the amount of fuel you can deliver to the location where fuel trucks are loaded. Its not a supply problem, it's a delivery issue.
