Yes it can be created by runs, filling others space and playing off each other.

Man U set up the entire second half to overload the right side and get Rashford 1v1 on the left. It worked once. Aside from that, they didn't threaten very much at all. City was very much in control for almost the entirety of that match.

I wouldn't say United were 'running over' City at any moment in the 2nd half or match for that matter. However, I do think that for much of the second half it was very wide open.
