Most mortgage language says that if you are in a special hazard flood zone (i.e. anything worse than X), you will be required to have flood insurance.

If this is true for your mortgage, and you have been in X and continue to stay in X, I don't think the mortgage company can force you to purchase it, as that would be a unilateral altering of the mortgage contract.

EDIT: Your agent may be trying to scare you into buying a policy from him.
