Did you have substantial damage (i.e. 50% or more of value).

If you did, under regular rules, you need to build to Base Flood Elevation at the time of your rebuilding - if you are not already there.

That requirement can be waived by the local government with FEMA permission.

The other question people had was, were they going to raise the BFE. The OP indicates they will not.
