I think he is referring to the irs scam going around. I have had calls from james anderson, irs agent, myself.

I literally just got a call about an IRS lawsuit and that I needed to call 347-704-5823 and something about the county courthouse...

Yeah it's a scam. If I start getting a rash of calls from a number I don't know, I'll look it up to see if anyone has put any complaints about them and two I had to look up this week were tied to that IRS call scam.
To the OP, if you don't know the number just don't pick up. There was a scam I believe last year where a company was calling random numbers and if you picked up it ended up with charges assessed to your cell phone bill. I just wouldn't change it.
