This worked for me recently with Cox cable. I was in a contract with them and had to move out of my place. I told them where I was moving to didn't offer cable which was the truth but they didn't push or even try to verify and said no problem. Let me cancel with no fee.

That's really crappy you're still getting billed and they admit the service isn't working. Good luck
