While in theory this is the right method, the problem is most of the people that do it this way fly up to the end of the closing Lane then come to a stop forcing someone in the right lane to come to a stop to let them in causing everything to get more backed up.
I just merge when the spot is open.

That happens because people like Jim Rockford and chalmetteowl are too cool to let people in.
