The fema rep that came to the house I was working on did measurements of all walls, and noted which were exterior. Also noted all appliances, and what the function of each room was. The way he made it sound was that he is contracted to collect data, which he inputs to a program, and it is uploaded to fema. They have a formula that has an avg dollar amount associated with replacing a linear foot of wall, a set of bedroom furniture, a refrigerator, etc. He was made it sound like it was not subjective at all, the data is crunched and that's all fema sees as he is only a contractor of sorts, he has very little ability to comment one way or the other. How true that is I have no idea, tifwiw.
ETA: the lady has not heard back from Fema beyond that, and no he did not ask us to save any materials and really offered nothing in the way of how to proceed with cleanup.
