Under what pretense? This guy tried to kill them with his vehicle long after they had fled the scene.
He's obviously a hero in the eyes of the OT, but in what civilized society is anything he did acceptable? The thieves are complete scum, no doubt about it, but that doesn't excuse his actions at that point.

After the traumatic events of being held at gun point and the threat of being shot, it's obvious he has temporary insanity.
