Automated vehicles will be a much lesser risk for insurers than person controlled. Once automated becomes a majority of the cars on the road (with much less risk), insurers will begin to squeeze out person controlled. Insurance companies tend to not insure high-risk activities when lower risk alternatives exist.

Or they might insure them but for astronomical premiums
