After helping one of the chem professors today after his house had 5' of water in it (lives off oneal) i would just say drive through a neighborhood around there and just offer it to people gutting their houses. A minivan with a group of kids was driving around offering water to everyone and that was great. Such an easy way to help without worrying about the government.

ETA: One thing that I would suggest to add to the donation list are masks. The smell inside the house and fridges today could not have been good for anyone

Masks and rubber gloves. The thick, black nitrile gloves work the best.
