I don't know the average population of a "town" but I imagine this number disqualifies a lot.
There could be a disqualified town that has 30,000 residents with a higher median income.
Or possibly towns with an area of 25k+ residents with higher median incomes than the ones listed that also has 10k more people within its limits that drag the overall median income down.
These would be "nicer" areas but have a lower median income depending on the town limits.

They also posted one town in each state. NOVA would have more for sure plus as you pointed out the 25k population limit hurt places like McLean, VA.
