That's a 1980's quote.
What music thats popular now sounds like the r&b from the 90s? Even lots of rap these days are produced by edm guys. The sound is so much different and is the polar opposite of slow, traditional r&b stuff from the 90s that the op is talking about.

And, the answer is unlikely to be popular here, but the hip and/or hop killed quality R&B. Black kids interested in music end up trying to "rap," rather than learn an instrument, perform, write or create, you know "music." Or they want to skip all that and just "produce" - by mixing samples and beats together with Pro Tools.
