Is there any way a browser will open at different magnifications on different monitors based on some type of program default?

They're the same size. Chrome is the only program I've noticed it with and It's only on certain websites, Youtube being the most noticeable, TD is the same on both monitors.
It does it immediately too, if I pull something over to the other monitor it switches as soon as the window maximizes. Here's another example:
