Is the rating a huge factor in picking up a rider? Would you rather pick up a 5 star guy over a 4.7 star guy or does it depend more on other factors like the destination?

I only turn down rides if they are to far away, like more than 5 or 6 minutes from pick up. But there aren't too many of those with the overabundance of drivers in NOLA.
I did get a ping once from someone who had a 4.1 rating. That's the lowest I've ever seen.
And if you are a problem rider. Uber will kick you off the app where you can't request any more rides.

And the driver never knows the rider destination until the rider is in the car and the trip actually starts.
It's really not worth driving for Uber when you figure your time, gas cost, insurance and wear and tear on your car. You are making minimum wage when you average it out over the long run.
My Ride share insurance is paid up for another two weeks. And after that I will probably stop driving.
