He committed no crime.

Unless driving around with a bunch of trash in your truck is a crime.

He did not attempt to get money for the cans yet. I don't understand why the cop didn't just say "You can't do that, turn around and go back to where you came from".

Read the article first, the law professor (and former prosecutor) they got for commentary sez it could go either way, it apparently isn't that clear-cut.
