Manfred has wanted 2 things from the very beginning... faster games and more runs scored. Anybody with a brain knows that more runs scored will likely lead to a longer game.

One thing that I would do if you want to speed up games is to limit the amount of mound visits for a catcher just like you do with coaches.

Game length increasing because of more runs isn't a problem. What Manfred is trying to do is lower game time increments which aren't tied to entertaining things happening, like pitching changes, conferences, warm up pitches, etc. It isn't necessarily about changing game length, it is about filling the time with entertaining things that make the game move forward, and eliminating boring things that take up time in a game.
